USCIS has updated its Policy Manual to clarify that a naturalization applicant’s burden to prove lawful permanent residence applies only to their initial admission or adjustment to LPR status. The update aligns with the 4th Circuit’s Azumah v. USCIS decision, stating that applicants must show lawful admission or adjustment at the time of initial entry, not at the time of any subsequent reentries.
